I would wager to say that an instance of 1 qualifies for "too few".
I would also like to point your attention to the "Famous Names" section. If you click on "Art Acord" (who the hell is he?) it tells you that there are 13,499 Arts and 4,380 Acords, but 0 Art Acords. This despite the fact that Art Acord is listed in the results as a famous person (on what criteria?).

I traded Jennifer Smith (14,062, with two of those from Bryan, Ohio) for Jennifer Cardenas (210). I'd say that's a trade up :)
